Check your open programs or task manager to see if there is anything related to ASUS.

You can also try going to the manufacturer's website and downloading the latest version of Asus Armory Crate.

It will not let me delete the files because it says it is still open in another program

If you don't have any ASUS software installed, delete the file in the drivers folder and see if the problem still persists.

Also disable Driver Verifier if it is still enabled.

I deleted all that I could see. It still says there is something open using that driver

It still shows the same cause, do you have any other ASUS Utility software?
