Will reset/clean install fix update issues and Defender issues or any other software issues?

You seem to not want to do a reset/reinstall. That's a legitimate concern.
I think the only serious problem you've mentioned is that Microsoft Defender won't run.
Again, I think that you should run the McAfee Removal tool in Safe Mode. There's a lot less that can go wrong and no danger of losing files, folders, data. Avoiding a reset or reinstall of Windows 10 is a sensible course of action.

Try the MCPRT again, following the instructions that start at
"Method 2: Remove using the McAfee Consumer Product Removal tool (MCPR)
You must only use the MCPR tool if the Windows removal methods shown above don’t work.IMPORTANT:"
In fact... It might help to download the MCPRT first, restart in Safe Mode and run the MCPRT in Safe Mode. There won't be other programs running that might interfere.
