I have just upgraded to Windows 10 Version H21H1 but the system has become extremely slow. When I click on a program icon on my desktop, it takes quite a while for the program to open. And even web pages take a while to open and at times do not respond at all. What could be the problem or do I roll back to the previous version?

Usually the latest driver can improve performance, but sometimes a new driver that is not compatible with our device can negatively affect the PC performance, especially gaming experience.
I just fixed the same issues thanks to this article: Top 5 Ways to Fix Slow Internet after Windows 10 Update
You may want to turn off the Startup Boost and the Continue running background extensions and apps when Microsoft Edge is closed as well.
Startup boost keeps the browser running in the background with minimal processes, so Microsoft Edge will start more quickly when launched.
Anything you can do to cut down really unnecessary CPU usage is a good thing.
You will note that 11 has a number of these tweaks you will need to get familar with.
Killing off the widget bar in 11 was number one on my list...don't need it don't want it.
