As for the EASIEST answer: Yes, your Administrator account will say: 'Local Account Administrator.'

I again HOPE you have backed up any important files from your computer to somewhere else... flash drive, external hard drive, etc. One false click and all could be lost! - (especially when using an administrator account.)

I believe what we have here now is the 'blindfolded' leading the 'blindfolded!' I have been searching exhaustively for the Pending Download issue. In my web searches, there are numerous so-called fixes, but many are above MY technical skill level and I'd

dare not share and have you try them. There were a few I would try for myself if I had to. I'd hate to have you try something

and totally "hose" your machine.

One thing I'd like you to check: This was a problem for some (especially version 1909.) In Windows Update,

go to ADVANCED and make sure the toggle is ON for "download updates over metered connections." If by chance

yours is OFF.... turn it ON... wait at least 1/2 hour and try updating again. It may begin to update itself unless

you have updates paused. I've read sometimes that toggle gets turned OFF by itself for some reason, or no good reason!

If you ran your AV and Malwarebytes and found nothing, then it doesn't seem malware or a virus is your problem.

I've also read that you could have some corrupted and/or missing files (or improper settings) preventing the downloads.

I could be wrong on that too. Just posting what I have found on line. If when you try to do updates, pause your

Bitdefender for as long a possible to see if that is preventing your downloads. Just a thought.

In looking at your update file it seems that Ox80071a2d is the most prevalent recurring error. I also searched

that for a long time. Again, different fixes depending where you look. I did notice that ONE of your updates failed

on one date and successfully updated two days later. I copied the chart you posted and put in notes (mostly for me

to look at things) but I'll post it. Perhaps a tech guru can make heads or tails of it.

Have you TRIED going to the Microsoft Update Catalog-- https://www.catalog.update.microsoft.com/home.aspx

In the search box type in a failed KB update number. Search for that and try to install it manually to

see what happens. Just make SURE you DL the correct file for your system. Update for Windows 10,

version 1909 for a x64 based systems. I just did a search for one of yours KB4589211 and

I BELIEVE it would be the second one from the top. Again, this does not fix the problems with automatic updates.

I'll mention once more that you COULD TRY TO UPDATE to 20H2 using the update assistant, which is what I did.

It walks you through the steps and checks your machine first to see if that is a viable option for you. There are

STEPS TO TAKE BEFORE using it which I would explain if you decide to try that.  It did take me many, many hours

to get the full update.

I'm sure there are very knowledgeable computer users here shaking their heads at my feeble attempts to help you --

unsuccessfully so far.  Perhaps ONE of them (please?) could lend a hand and suggest something I have not

thought of or know about.  BELIEVE ME,  I am TRYING!!!

It has been 1 month, yet I'm still struggling. I've tried to find this out independently however I will have to result asking for help again as I can literally not find anything. I'm really sorry for having to rely on you, but its just a madness at this point. 

By repeatedly trying to push through the updates with the windows update settings: Some actually went through, Here is the screenshot once more:

I also did a little bit of digging as well, and found out some users deleted a specific folder so that they could push the update through. 
However it looks really sketchy because it looks like an essential folder: (I am not a tech guru so I have no idea about this.)

With the update history I posted, it says that the  (KB5001337) update has failed multiple times, so just to make sure, should I download all those updates that have been failing on my computer and then see if that works?

This also goes the same with (KB5001396). I'm probably going to go to the link you sent me and try downloading them manually. 

Also, since version Windows 10 20H2 update is not pushing through via the windows update settings tab, should I just download it manually? Also if I do download 20H2 manually, do I download the quality fixes first? e.g KB5001337, KB5001396

I'm really hoping to hear from you, because I'm pretty sure version 1909 will stop receiving updates after 11th Of May.

and for my update history, 

the main bits are that (KB5001396) and (KB5001337) are repeatedly not working, KB4589211 finally finished updating and pushed through, and the Feature update Windows 20H2 has not worked either. (I'm planning to just manually install it.
