Seems like everyone is facing same issue with this update right now. Try installing ‘KB5001649‘ manually using Update Catalog, see if that works:

If issue still persists, waiting for a while and then installing it may help, as Sumit suggested.

There were 6 barcodes on those taxes plus other images that looked fine before I ever took these updates. I haven't mailed them in yet to forestall my arrest & imprisonment, & it looks like I've got until May 17 now. Glad you got past that error message. Yep, when it won't come in well from Windows Update, taking it manually is one of the first things to try. In fact, I did have to do that at least once, myself. Good going. And, right, you have to match the one you take to the info at "right-click START, System". You want to match Windows Version, Edition, & Architecture (x64/64-bit or x86/32-bit). Good to know you get an error message otherwise, instead of the wrong one actually installing.

Edit: It worked for me through Windows Update on March 21, but to illustrate use of the Catalog...
(1) At "right-click START, System" mine shows: EditionWin 10 Home, Version20H2, & Architecture of 64-bit.
(2) At "START, Settings, Windows Update, Learn more" which is the Windows 10 update history site, I would click the update that failed (KB5001649)...

Mine is near the bottom. It doesn't fully distinguish Edition but Version & Architecture are important.

Again, for me, it is near bottom. You download it, run it, then may delete the raw download.
I took it through Windows Update hoping I'd get that "not applicable" message you got the first time. But now I see you had just downloaded the wrong one from the catalog. Anyway, it did install well for me in just 40 minutes all told. Now I hope I can still print as well as I did before. But my taxes are done anyhow
But I don't know how you & fg2001 keep saying it isn't it isn't at the site...

It's there, but it does come in as an optional, yeah.
Edit: Oops -- The update only lifted me from 19042.867 to ...868. So, strange ...870 is at the site but won't come in through Windows Update. I think I'll just let it alone, as I think fg2001 or you suggested.
When the KB5001649 update was first released, I tried to download it via Windows Update, and it was then that I was receiving an error message and I tried multiple times but it would just fail each time.
The manual installation that I tried, however, worked perfectly (once I downloaded the correct version, careless me). So it must have been a server issue, which I heard elsewhere too.
Glad to hear it finally worked from Windows Update, seems to have taken longer to fix the issue that it should have. Good you've got your taxes done!

You've got a bunch of good advice there, johnstudenny, but I would add to make a Windows system image backup before doing anything big. I make one after each new OS Build comes in & runs well, & I keep the last three. As you can see, though, I didn't get a chance to add ...868 before ...870 just came in...
I rename the computername folder which is inside the WindowsImageBackup folder (by appending the OS Build to it) in order to keep them separate & distinct. All three will be offered during the restore process.
Make it at "START, Settings, Update & Security, Backup, Go to backup & Restore (Win 7), Create a system image". Afterward, make the Repair Disc or (even better) ask Cortana for Recovery Drive to put it on USB. That can be used to do a restore. Then see the following to know how to restore one...

Note: That is an informative 3rd-party site, but I know nothing (good or bad) about any downloads or links that are there (or anywhere else).
If your external hard drive (or the internal one I guess) is a Seagate or Maxtor, there will be a free version of Acronis True Image at their site. Seagate calls it DiscWizard. Macrium Reflect, AOMEI Backupper & others also offer free versions of their image makers. These 3rd-party apps are quicker, make more compact images, & are more flexible in use. But the Windows version works in under 15 minutes on my small & uncomplicated system. I must add, DiscWizard's Bootable Media (to restore an image when Windows won't boot) requires a Mouse to operate. Plug one in, & it is instantly recognized.
