Computer "stutters" after Windows 10 update (20H2 update 19042.868)

Hello 

I face again an issue  on my desktop since Windows 10 20H2 update. Stuttering twice per second : mouse move is blocked for an instant, video and sound stutter constantly. Computer not usable anymore except for basic functions.  

I tried many things , including updating drivers , removing almost all old software, clean restart etc... following advices from other threads. Task manager "processus" tab shows it comes from high level of  "system interrupt" ("Interruptions systeme" in French) .I could not determine the root cause. 

 Note also  stutter disappear completely after rollback to Windows 10 previous version. However staying in previous Windows 10 version is not sustainable : we are currently forced to update .

Note that stutters is still present after safe boot restart. 

Eventually I got rid of the stutter temporarily (comes again every few minutes instead of twice per second)  after a SAFE BOOT restart (msconfig / start)  followed immediately by a NORMAL RESTART . I do not dare to restart normally again, so I use the "sleep" (mise en veille in French) mode at night to keep it workable. 

PLEASE MICROSOFT do your upmost to deliver fix ! Do you have another suggestion ?

Hi,

I found the same problem right after the update KB4589212.  Not sure if this is the sole source of the issue. In any event, I disabled the CD/DVD drive and the problem disappeared. Re-enable CD/DVD still working - this happened more than once - as I purged the system trying to find the hiccup.   Also noted a marked slow down of the system - editing e-mail...writing this note, etc...

Hey Druid,

I created an account just to thank you.

After I updated to 20H2, my company has been stuttering non stop and cant even do the bare minimum stuff without feeling frustrated.
Went through weeks of guide and advice on how to solve it but it did not work.  Until I chance upon your answer. I was like thinking, how can a CD/DVD drive be affecting the whole computer, i was like what the hell what do i have to lose. the instant I disabled the drive, the whole com was back to normal. 

Thank you so much! I was almost contemplating to do a fresh boot or even purchasing a new computer.

    I have now twice been forced to update to a version of Windows 10 that causes my pc to stutter unusably. I rolled back to a working PC then was again forced to install the update that killed my pc to the same state of stutter/lockup every few seconds.

    I have tried both the troubleshooting/fixes mentioned in this thread but that's not the issue, the stutter even happened during the restart phase.

    What do you need from me to make my Windows 10 installation work properly or allow me to stop forced updates that cripple my PC? 

    UPDATE:

    So Windows once again forced the update and the issue was back, i also have an ASUS Z87 - Expert motherboard as FredericAntony has (or similar at least)
    I went straight to the DVD-RW drive in Device manager and disabled it and the stutter stopped so thankyou to Druid B Noibn for that fix/workaround

    I have been going mad trying to resolve this stuttering mouse lag issue. Which is not the same issue as the gaming stuttering issue most related posts are about. After the Windows 10 20h2 update my mouse lagged every second and video content like online videos stuttered constantly making it impossible to watch.

    Reinstalled Windows, uninstalled/reinstalled mouse and video drivers, updated BIOS attempted numerous BIOS adjustments, etc., etc. Combed numerous posts and finally stumbled across this one. In device manager disabling my ASUS BD R/W solved it immediately. If I reenable the ASUS BD R/W stuttering comes back, but at least after hours of troubleshooting I've nailed down the source of the issue. I'm wondering if MS has further ratcheted down digital rights/copyright settings, or...

    Hello and thank you for the answer and your effort to solve my issue. 

    Actually not sure what you proposed really helped , but issue seems to be gone !! 

    I did not overclock my CPU. Motherboard ASUSTeK COMPUTER INC. -Z87-PRO

    However I excecuted the 2 tests you ask me to, and no issue detected.

    Step 2 executed : no memory problem (as per notification received on the screen).

    After restart, I was back to the problematic situation:  unfortunately the "stutter" was here again.

    And also by the way  I had to repair my MICROSOFT OFFICE ("restauration rapide" worked fine !)

    It gave me an idea : I tried also to work disconnected from internet (in case the stutter would come from unsuccessful checks/ handshake  from Windows to outside). So I restarted once with no "automated connection  " to my Internet wifi box , to see if the stutters could come from an unsuccessful  outside connection/check.  

    Allelujah.  No stutter anymore when restarting with Internet auto connection off and connect the desktop to wifi after start.
