    In what context?

    Microsoft doesn't call users unless the user contacted Microsoft and is expecting a callback.

    How do I change billing information on my account. The credit card I used when I set up the account has been hacked and I am no longer using that ccard.

    You're asking a totally different question. To change your credit card, sign into your account, click Payment & Billing, then Payment Options. You should scroll down a little to see Payment Method. There is where you can add a new card & remove the old one.
