At the end of that article there's a link to the Microsoft Store Help Page https://support.microsoft.com/en-US/microsoft-store where you will find the number to call for your location.

You may have to tell the Virtual Agent many times that you want to speak to an agent.

i have the same question, I need to upgrade my billing address, getting no where, they actually hang up on you

You should be able to do this without an agent.

Sign in to https://account.microsoft.com/ and click on Payment & Billing, up in the blue banner

Click on Address Book. Add the correct address and remove the old.

Thank you very much, I don’t know why Microsoft help couldn’t have done that. ? Worked like a charm, now I just need to go back to upgrade something that they admitted making a mistake on. Really appreciate your help.
