How do I actually contact a person at microsoft about my account

    Well, try to call Microsoft Support, if you wish. 

    What I'm trying to clarify is 

    "My MSN keeps changing my time region settings."

    Does that mean the time in the lower right of the Desktop is changing spontaneously?

    Yes it is changing back to pacific time every time I turn my computer on after I sign into MSN

    Right-click the time down there in the Notification Area and select adjust date/time. 

    Is Set time automatically on or off? Is Set time zone automatically on of off?

    That's what I thought too and ignored it, then today I received this message, and my usual morning message from my father was not in my inbox. Isn't there a person I can talk to who can help me solve this?

    That's what I thought too and ignored it, and this morning my emails are not coming through and I got a message that it was because I hadn't verified my account, so now I'm trying to contact a person to help me

    the e-mail service is imap-mail.outlook.com is not responding. I am using my I-Phone

    The fact that imap-mail is in  the error message suggests that you're using an app, not a browser. 

    Which app are you using? The MSN Mail App? (I don't know if that can be run 

    on an iPhone.)
