FYI: For all those having issues with KB4559309, it would be more productive to follow what @NabilHaddad and @NathanRoberts are quoting in their useful posts, regarding how to report your issues in the Feedback Hub.
TIP: for non technical users, check the feedback hub, in the search bar put KB4559309 and scroll down the 45 or so reports there so far. if any match your problem scenario, then VOTE THOSE UP - that way the more users do that, the more visible it will be
to the Microsoft admins who look at these.
For more technical users, who know about the Event Viewer, WER report checking, and any other diagnostic tools, debugs, or screen shots of Task Manager with any useful content, then PLEASE report these either through your MVP or developer channels, or into
Feedback Hub as well.
NOTE TO Microsoft: only a few of the 45 entries against KB4559309 have comments, so I would urge your Admins to at least put in an interim comment on the more relevant ones, to reassure users that MS is looking at it and something will eventually emerge

SUGGESTION: Microsoft should be investing in a Registry Scanner and sanity checker tool, similar (but better) than the ones available up to XP. There are many forums referring to "scanreg" and "scanregw" that DOES NOT EXIST for Windows 10 - please fix that
misconception, by creating an official tool, as MS has articles that say Reg Scanners (like the CCLEANER one and the like) are banned - so create a proper one!
