Find OFV.CAB and extract it.
You'll have OFV.msi
Install it and hit Retry on Windows Update.

2020-07-02T21:03:26+00:00 The error I had cleared up the next day, don't know how or why. I never made the connection between the error code and the EULA until after the fact.
When I started up my PC the next day to "Retry" (this was the only option available in Windows Update) installing the update the EULA popped up after clicking retry. I accepted it, the update installed and no more error.
My best guess is that with all this telework, online gaming, etc., MS servers are slowing to a crawl.
Try another install without deleting anything. If you get this as the only error after the install and all other updates are successful, wait a day or so and click the "Retry" to install the update.

Yes...just took a day for the update to self-resolve.
