Thank you Robert, I was too impatient , will wait it out.
Yes, this seems to have worked. The next day, when I opened Updates in Settings, I searched for updates and the add-in was installed immediately.
Oddly, though, Windows also installed a couple updates for Office 2010 . . . which I do not have. Harumph!
The trouble shooter won't find or fix this issue. And you need to install the update for the validation/activation tool to work. The update will work, just takes a little time (about a day) and you have 30 days for it to work and activate it. I just ignored it, Office 2007 worked fine and it installed the update and loaded the EULA just fine the next say.
I started from a clean windows 10 ver 2004 install

Please can you confirm that both Windows and Microsoft Office are fully activated.
For Windows 10
Click the Start button, then click the Settings button to open settings.
On Windows Settings, click Update & Security.
On the left side, click Troubleshoot, then click Windows Update on the tab that will appear on the right side.
This will run the trouble-shooter and apply fix to the problem.
After this is done, run Windows Update again to see if the problem was fixed.
Hope this helps!
