FYI: there is also a report that newer updates (such as the September ones KB4571756 and KB4574727) are ALSO causing performance issues, PLUS some unwanted problems, with the Start menu broken, or the "missing user profile" bug rearing its ugly head again.
The original profile is STILL there, and data is NOT LOST. The workaround for that is:
"If you encounter temporary user profile bug, Microsoft’s workaround is to boot into the Safe Mode once and everything should return to normal when you get out of the Safe Mode environment."
Other issues are:
"Like every month’s Patch Tuesday release, it seems that not being able to install the Windows 10 KB4571756 is the problem most are encountering, with 0x8007371c, 0x800f0984 and 0x800f081f being the most-reported error code."
