Seems to have fixed it for me - at least powercfg isn't showing the errant process.

My computer (Windows 10, 64-bit Build 19041) is constantly waking up from sleep and then going back to sleep for a short time only to repeat the cycle. I ran sleep diagnostics on the Windows PowerShell as administrator i.e. powercfg /systemsleepdiagnostics. The report from yesterday (5/31/2020) indicates that my computer awoke from sleep 50-55 times during the course of the day until at about 8:00 p.m., I decided that it was better to fully shut down the computer rather than have these continued cycles. The common thread in all these awakenings from sleep is MoUSO Core Worker Process (MoUsoCoreWorker.exe).

2021-02-07T20:27:11+00:00 Exact same scenario as me, except my PC is only a week old. I've gone through all the fixes I can find and still no luck getting the PC to go to sleep. Well, I did download an optional update, should've written down which one, and now MoUsoCoreWorker is no longer showing on my powercfg list, but my PC still isn't going into sleep mode.

2021-02-07T20:51:05+00:00 The core worker app was running continuously and showing in powercfg, after installing the optional update (KB4598291) it now closes a few moments after boot and then only runs whilst windows update is searching for updates and then closes. This has restored the sleep functionality on my PC which had gone missing, though I cant say precisely when this stopped working.
All I tried previously was disabling and re-enabling sleep.

services (as administrator) -> Update Orchestrator Service -> Service status -> Stop.and magically that "powercfg -requests" is cleaned..
