Hello there! I'm sorry that didn't work. You can try this steps instead:

Turn off your PC

Start your PC, just as Windows attempts to load (spinning dots), press and hold Power Button on the casing of your PC for 5 - 10 seconds to perform a Hard Shut Down

Do this twice

On the third start Windows will boot into the Recovery Environment and from there you can access System Repair, Safe Mode, Command Prompt . . . etc.

Please try each option one at a time, then see of Windows will boot . . .

Go to Troubleshoot - Advanced Option - Startup Repair
See if Windows startup can repair itself

Go to Troubleshoot - Advanced Option - System Restore
Check to see if you have a restore point you can go back to

If you do not have a Restore Point, go to Troubleshoot - Advanced Option - Startup Settings and click Restart
Upon restart, press 4 to enter Safe Mode
Once in Safe Mode, backup your data if you do not already have a backup
Open Device Manager and check to make sure all your Drivers are up to date
Reboot to see if Windows will start Normally

If the above fails, go to Troubleshoot - Advanced Options - Reset this PC
Choose to keep your files and apps, just your files or to keep nothing
Then start the Reset

I have a similar problem. I have tried this many times but failed to start working.. Tried troubleshooter also. Still refusing to start up normally cannot enter safe mode either by using shift key and power off on screen to enter troubleshooter options. I get the the last page and nothing happens where it says restart. All I have on screen is picture and option to set up pin. I click on set up pin and a box appears saying”search for app in the store” I click yes and it goes back to the last page. If I click no the same thing happens. Also tried all the other options in the troubleshooter guide. Can you help please? Tried all the above.

Hold "Shift" and hit restart button, wil also open the Recovery Environment.

Exactly what I went through no options and if I click yes or no on the app it doesn’t do anything so I go in circles. I finally just did a custom install solving other little problems also you know it would be cool if there was a help line but who knows what that would lead to. I’m also looking through these I never mentioned I brought absolutely all of this on myself like a giant chain reaction. I was getting error messages from event viewer and noticed I had 75000+errors from over many years and thought maybe I should clear some older ones out so google here I come and I find that article made especially for my goofy self that says hey man all you gotta do is uncheck system services and no more error message and it’s like it all happened in slow motion I unchecked restarted and bam outside looking in..Hell I guess that’s like saying if you have a toothache pull all your teeth it’ll never happen again lol ohhhh boy. At least I’m not afraid to admit when I screw up and by now y’all have detected I’m fairly new to the computer world so trial and error it is.

For me the issue came when i used "msconfig" to enter savemode in Windows 10. i tried all and then i found https://www.youtube.com/watch?v=P_LetDKjv3E

This is a password recovery tool, follow the instructions to create a boot USB.

Set the boot order in your BIOS to USB first. For me a MSI BIOS it is "delete " during startup to enter"BIOS.

1. What i did was reset the option "Administrator", (the microsoft account can't be done in the free version)
2. Reboot , in my case it created an Administrator local. I noticed it was a kind of save mode.
3. On the Windows icon you can find "run", there i entered MSconfig and in the menu i switch the setting to "normal"
4. I also removed the admin setting the account (with the microsoft account)
5. Restart will directly send you to the administrator, but with logout user you will find the account which was locked
6. The old PIN was working again as before.
