Hi Rick, I dont know if this would help you but here's what fixed mine.

Mine was caused by disabling "all services" under /msconfig. If that's what possibly caused yours, this should fix it.

What caused it: I disabled all services under the /msconfig tab in the cmd to fix an error I was recieving on a game, and then when I went to turn my computer back on I soon realized that I was in trouble. I was getting the repeated error as stated above. I tried all the steps as suggested by Microsoft except for the reset on my computer, as I had read here in this forum that it didn't work for every one. I tried many suggestions, but here is what worked for me.

Solution:

When on the lock screen on your computer, go to the lower right hand corner and click the power button. Hold shift and then click restart (while holding shift). This will take you to the Recovery Environment or advanced startup. Then click Troubleshoot, then Advanced Options, then System Image Recovery, or See More Recovery Options (if System Image Recovery is not on the 1st page). Then click cancel on the page that says "Re-image your Computer". Then click next, and then on the next page click "Advanced". Then click "Install a driver" and click "Ok". Then when the new window pops up, while in System 32, try to locate the file Utilman. It may not be under that initial page. If not then click "this PC". Check your Local Disk (D:) or Local Disk (C:) for a Windows folder. Open the Windows folder. In the Windows folder, find the System 32 folder. Now in the System 32 folder, locate the Utilman file. Right click and rename the Utilman file to UtilmanA. Then click off the file and refresh the page. Then make sure the Utilman file was renamed to UtilmanA. Now locate the cmd file and rename this file to Utilman. Then refresh the page and ensure that they have both been renamed. Close and cancel out of all the pages. It will take you back the the Recovery environment page and then you will need to click continue (Exit and continue to Windows 10).

Now your computer will restart and take you back to the lock screen. On the lower right hand side click the Ease of Access button and you will now have access to your Windows Command Prompt (Different from the one in the Recovery Environment). I was then able to type /msconfig and click the services tab and enable all services. It then asked to restart my computer and once rebooted, my pin and pc was recovered!

Thanks for reply but can’t get into it to enter anything ie msconfig etc. Troubleshooter opens but doesn’t work on any of the options. Just restarts and freezes on restart with the same issue.

Thanks for replying Sugar. No I’m afraid I don’t have a reinstallation usb. I’ve tried all other different methods to get over this problem. Troubleshooter opens but doesn’t work. Even triple start sequence but no joy. Also tried the power off by screen and shift key method. Still no joy. So a reinstall I guess is the cure.

I don’t want to scare you but from what I have heard holding control and accessing repair mode that way does not work with a broken computer. Did you try to force it into repair? Sorry but it looks like there’s a lot of people here I need help so I’ll check back later

So you don’t have any passwords from before? And what about a pin didn’t have a pin either? Big thing here is if you have an admin password or not. Main problem here for us would be admin passwords because that is required to do the options normally.

Since we don’t have our password for whatever reason we need the reinstallation media. That allows us to bypass that administrative password and it will allow you to system restore or command prompt or whatever

You will probably need a installation media anyways but for now I’ll check back later
