I've personally found that updating the printer driver to a PCL 6 gets it operational again. Given that I opened a case on a similar issue LAST month and clearly Microsoft did nothing on this issue, if you want this issue fixed faster, my advice is to upgrade the printer driver to a PCL 6 if you can.

2020-06 Cumulative Update for Windows 10 Version 1903 for x64-based Systems (KB4560960) After this update installed on my PC, my brother MCF 5490CN stopped working. Installation caused errors with print spooler giving me this error. Windows cannot connect to the printer. The local print spooler service is not running. Please restart the spooler or restart the machine. after many hours of reading forums and following ideas of ensuring print spool services were turned on. I would do that and moment I started to print it would stop or simply hang. I followed suggestions to deleting print spool files in System32 folder which didn't work. I also completely removed and reinstalling the Brother's printer and drivers and that didn't change anything either. I finally decided to remove the Window's update (KB4560960) installed a couple of days ago. That fixed the issue. I can print again. Haven't seen anything from Microsoft that indicates this is an issue, but it was for me . Hope this helps someone else

I also had the problem of my Brother Printer, a HL- 2140. I uninstalled the last 2 updates dated the 9th and 10th. My printer works again. I too looked to see if there were any issues with this update and none were acknowledged though quite a few folks have said on here that they have had various problems. The frustrating thing is this is not the first update that totally screwed up my laptop. Any way thanks for all that posted about uninstalling. That did the trick for me.
