I googled the actual KB and found this link: https://support.microsoft.com/en-gb/topic/kb5034441-windows-recovery-environment-update-for-windows-10-version-21h2-and-22h2-january-9-2024-62c04204-aaa5-4fee-a02a-2fdea17075a8. It seems that it updates the Windows Recovery (WinRE) environment, and the tip about resizing the partition for that is valid. You can find the link to the instructions in the KB article I linked.

I did that and the installation passed.

    Usually MS instuctions are useless..

First is say - select your OS partition.. coll just how should I identify it for such list ?
    DISKPART> list part

    Partition ### Type Size Offset

    Partition 1 Primary 50 MB 1024 KB

    Partition 2 Primary 232 GB 51 MB

    Partition 3 Primary 5129 MB 232 GB

    Partition 4 Recovery 504 MB 237 GB

and iven If i know this is partition 2 (the one where the OS is installed). why should I shrink it ? where is any explanation ?

The word 'shink' make me worry that I accidentaly destroy my partition with all its data.

Why you MS cant simply issue the tool which does all such operations hiddenly from user without requirements to understand all this fancy things ?
If I wish to play with all that cmd stuff I would probably install Linux then. Why my MacOS doesnt ask such s*it ever?

The suggested fix is not a fix. Given it is an issue with the update an average user is not going to go thru the trouble of having to dink with a partition. Get it together and provide a proper user friendly fix.
