The Protection updates option didn't appear for me until I clicked to 'enable period scans'. Once you do that, you get the rest of the options you listed.
Unfortunately, I'm still getting error (0x80070643) after updating Windows Defender. Oh well.

I keep trying install this update yet it keeps failing. I already ran troubleshooter said it resolved the issue but the error persists. I also disabled my antivirus and tried again still did not work And I keep getting error (0x80070643) Is this a known issue? All the other updates installed fine without issue.

Seems like a dodgy solution, but it did work!
I have just tried to install this update on two computers and it does not install with error code (0x80070643)
I tried to use Microsoft .NET Framework Repair Tool but that did not fix the problem. I only have win10 built in firewall and antivirus.
A very large number of users are reporting a failure in downloading this update (KB5034441). There are suggestions to increase the size of the recovery partition to allow the update to succeed. This is a complicated and possibly risky procedure and many are saying it does not work. Microsoft will most likely remove the update or apply a fix.
I did this today and I would not recommend it to anyone who is not tech savvy because you have to shrink the OS partition and then delete the Recovery Partition. But it didn't work for me.
