I saw that I have 520MB of Healthy Recovery Partition in which I failed to shrink and the error was "you may not shrink OEM, ESPY or recovery partitions, or, offline volumes. The volume you have selected may not be shrunk. Please select another volume and try again.".) (Also when I shrink from C: and then I do not see new partition which suppose to be seen).
So kindly help.

Hi, I'm trying to follow the instructions but I'm having issues figuring out which one is my OS partition. Not good with these type of things & i'm very lost so any help is very appreciated.

Apparently the "shrink" command is for the PRIMARY partition, not RECOVERY.
The Microsoft instructions needs revisiting.

I was finally able to perform this task thanks to this video.

Also, YES, I was able to install the ridiculous update after following the instructions in the video.
Did you try disabling and enabling Windows RE again so the recovery environment may return to its original, unresized place?
Thanks again, Volume Z. Good news and bad news. Following your instructions, KB5034441 did finally install. However, when I then created the new recovery partition, it was the same size, 510 Mb, as before.
