You still have the error after a Clean windows reinstall ??? Do not install anything and test, it’s definitely a program you are installing, and yes the win update is triggering that. But I fixed uninstalling the program called Rewasd!

I use windows 11 23h2 this happened after the latest update, and happens at shutdown.
sfc /scannow, ran it three times. I do not know what to place on the command line to run
DISM. DISM /Online /Cleanup-Image /RestoreHealth does NOT WORK. I am frustrated, and nerves are getting bad.
I am NEW to windows 11 and just installed it on my High End Gaming Computer. I am frustrated, after gaming, seeing this
when I shut down.
I NEED HELP NOW please.
I cannot run DISM, till I get the correct command line sequence.

I have 2 identical PCs with the same hardware components. both have windows 11 pro with the latest version. one never gave the error while the other did. Like everyone else, I have reset the PC at least 4 times and have only installed the essential drivers with the essential apps and the problem persists. I once disabled the expo profile for the RAM and I didn't have the problem anymore. yet on the other PC I have the expo profile active and the problem does not exist. I therefore wanted to try the last resort and that is to format the SSD and reinstall Windows via USB.
