What was the fix to this? I did a clean install of windows after I got the error message as well. Goes away and comes back randomly.

I use windows 11 23h2 this happened after the latest update, and happens at shutdown.
sfc /scannow, ran it three times. I do not know what to place on the command line to run
DISM. DISM /Online /Cleanup-Image /RestoreHealth does NOT WORK. I am frustrated, and nerves are getting bad.
I am NEW to windows 11 and just installed it on my High End Gaming Computer. I am frustrated, after gaming, seeing this
when I shut down.
I NEED HELP NOW please.
I cannot run DISM, till I get the correct command line sequence.

This started happening after a Windows Update.
Then as you can see in this post, it took off from there.
Within, this Community, You can see ALL of us Struggling with this.
It Happened, after every Shutdown.
Many Solutions have been offered, some worked, some did not.
It depended on your rig, and your Hardware, as well as periphials, used with the system.
Software, plays a huge roll, in this too.
I would have a look about, and see what has been done, as well as had been tried, to see if any works out for you.
Other here, as well as myself, are here too.
Personally, the error has gone away, have not seen it in a bit, and dont want to.
It went away after an update, never saw it again.
I have 13th Generation MB and Processor, DDR5, and other stuff.
It just came one day, left a few months later.
