Can't say if someone gave you this information, I haven't read all the conversations.
I only can say that at my company, I had this issue and the only thing that have worked on more than 15 PC running Windows 10, managed by Desktop Central, Azure and a lots of politics, is shrinking the recovery partition.

Tips:
- In some cases, 512MB would do it, some other cases I had to elevate the recovery partition size up to 1GB.
- If you want, do the math and rise the number directly to 1GB. For example: If I have 250MB for the recovery partition, I'd shrink it to 1Gb with: "Run shrink desired=750 minimum=750". At the end, that is what I did (instead of incrementing the size by 250 every time.)
