Cumulative update won't install (KB4571756) (Error 0x800f081f)

I am running Windows 10 Home 2004 (Build 19041.450). Windows Update notified me that there was a cumulative update available to install (2020-09 Cumulative Update for Windows 10 Version 2004 for x64-based Systems (KB4571756)). When I told it to install the update, it will download and go up to "Installing - 100%" and then just show this error: 

I've tried the following in an attempt to fix the error:

  • Run "sfc /scannow" in an elevated command prompt
  • Run "DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:<Source of clean Windows 10 2004 ISO created using Windows Media Creation Tool> /LimitAccess" in an elevated command prompt
  • Uninstall and reinstall NET framework 3.5 from "Turn Windows features on or off" in Control Panel
  • Manually download the specific update from the Microsoft Update Catalog and install it
  • Stop the Windows Update service and delete the Windows Update cache located in "%SystemRoot%\SoftwareDistrubution", then restart the service

Obviously, none of these worked so I'm looking for any other solutions to this problem. Any help is appreciated.

    i contacted microsoft support and got online support. there was no solution but reinstall...

    so i did . reinstall worked.  

    but we need better work on updates from microsoft.

    I have tried seven (7) different fixes, none of which worked.  The last attempt included wiping out Pending Windows Updates, plus removing KB4576478 (Update for .NET Framework 3.5 and 4.8....), plus downloading the failed update directly from Microsoft and manually installing.  NOTHING HAS WORKED.  It's disappointing that, given the extent of this issue that appears to be caused by Microsoft, the Microsoft has remained SILENT and UNHELPFUL.  I have wasted many hours, probably 15-20 hrs, trying every solution offered by the community, plus spent $40+ for software recommended by Microsoft that did not work.  VERY SAD SITUATION.

    Most would need the one for x64.

    The Catalog page seems to work only intermittently at the moment.

    I used the one from Windows Update, under Optional Updates on two computers, which both installed normally for me yesterday.

    I wonder what is common to those computers where these CU installs are failing.

    Like a proper wipe and reinstall? All data and programs wiped?

    Have you tried checking the optional updates? I found the October patch there. Currently trying to install it.

    EDIT: When I clicked on the October patch and told windows to install it, it did nothing apparenltly. I ran check for updates once more just to be sure but nothing. I'm gonna try downloading it from the MUC and installing it manually.

    EDIT 2: When I searched "KB4577063" (October patch) in the MUC, it displayed an error:

    EDIT 3: So last time the update failed it seems. I restarted and tried to install again. It goes up to 100% installed and silently fails:

    Unsuprisingly, it gives the same error.
