i contacted microsoft support and got online support. there was no solution but reinstall...
so i did . reinstall worked.
but we need better work on updates from microsoft.

I have tried seven (7) different fixes, none of which worked. The last attempt included wiping out Pending Windows Updates, plus removing KB4576478 (Update for .NET Framework 3.5 and 4.8....), plus downloading the failed update directly from Microsoft and manually installing. NOTHING HAS WORKED. It's disappointing that, given the extent of this issue that appears to be caused by Microsoft, the Microsoft has remained SILENT and UNHELPFUL. I have wasted many hours, probably 15-20 hrs, trying every solution offered by the community, plus spent $40+ for software recommended by Microsoft that did not work. VERY SAD SITUATION.
