Cumulative update won't install (KB4571756) (Error 0x800f081f)

I am running Windows 10 Home 2004 (Build 19041.450). Windows Update notified me that there was a cumulative update available to install (2020-09 Cumulative Update for Windows 10 Version 2004 for x64-based Systems (KB4571756)). When I told it to install the update, it will download and go up to "Installing - 100%" and then just show this error: 

I've tried the following in an attempt to fix the error:

  • Run "sfc /scannow" in an elevated command prompt
  • Run "DISM.exe /Online /Cleanup-Image /RestoreHealth /Source:<Source of clean Windows 10 2004 ISO created using Windows Media Creation Tool> /LimitAccess" in an elevated command prompt
  • Uninstall and reinstall NET framework 3.5 from "Turn Windows features on or off" in Control Panel
  • Manually download the specific update from the Microsoft Update Catalog and install it
  • Stop the Windows Update service and delete the Windows Update cache located in "%SystemRoot%\SoftwareDistrubution", then restart the service

Obviously, none of these worked so I'm looking for any other solutions to this problem. Any help is appreciated.

    Well pretty much you can use any ISO because none have updated CU or other updates, that is all done when you run the setup. Only way to have an ISO with latest updates is slip streaming, which I will do for these 2 updates as it seems they are having trouble installing from windows update and I rather not fool with them on clients computers/setups.

    So if I'm not wrong the ISO only gets the patch files added IF run from setup.exe?

    The ISO files are not changed each month to include the most recent Cumulative Update. Rather, we have the option to allow the ISO-based update to add the most recent CU during the upgrade or repair. By default it will add it in, unless you use the link from the first screen of Windows setup to disable any updates.

    Occasionally, the ISO offered does get a new CU added to it, but this seems to be pretty rare. Plus, even when this happens, a new CU will need to be installed within a month and each month thereafter.

    When Windows 10 version 20H2 becomes the public build, that ISO will have some CU included, but it may no longer be the most recent CU by the time the ISO is released to the public.

    Use the ISO which was successful in resolving the update issue. That one most certainly has the September patch included in it. If it doesn't end up working on your new machine, you can simply run the setup.exe and tell it to check for updates before installation (it will be just an in place upgrade, so no data or apps will be wiped).

    Edit: If nothing works, just don't install any CUs. The 20H2 update is right around the corner and will soon be publicly available. Upgrade to 20H2 directly and it should install without any issues.

    So now my ISO file has been update with new Sep patch correct? Or would I need to slipstream that update into ISO I downloaded Friday? If so I am going to make fresh boot disk with my USB hdd for installing on other customers system so I can avoid this mess/headache next time?
