Windows Update will not work after Windows 10 2004 (OS Build 19041.450) update

After upgrading PCs to the Windows 10 2004 build, Windows Update is giving the following message:  We couldn't connect to the update service.  We'll try again later, or you can check now.  If it still doesn't work, make sure you're connected to the Internet.

 I'm seeing these types of entries in the WindowsUpdate Log:

Here are some of the troubleshooting steps I’ve done so far that haven’t worked:

  • Sfc /scannow
  • Dism /online /cleanup-Image /RestoreHealth
  • Ran a Windows script to reset/clear Windows update.  Basically stops all the services, renames the WindowsUpdate folders (catroot2 & SoftwareDistribution) and then restarts the services

net stop wuauserv

net stop cryptSvc

net stop bits

net stop msiserver

ren C:\Windows\SoftwareDistribution SoftwareDistribution.old

ren C:\Windows\System32\catroot2 catroot2.old

net start wuauserv

net start cryptSvc

net start bits

net start msiserver

  • Ran the Windows Update Troubleshooter
  • Tried LAN and Wifi connections

    From a known working computer I exported the HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\SystemCertificates tree. Then imported the whole thing onto a broken computer. Windows update immediately began working again. I have tested this on multiple computers and it fixes the problem every time. So it's 100% a corrupt, missing, and/or wrong certificate problem that's preventing windows update from connecting.

    Now, getting Office to work again has a few steps involved. I'm still nailing down the exact process but it involves applying the registry keys, uninstalling Office (we use Office Standard 2016), running an in-place upgrade/reinstall, applying any additional updates after that's completed, reboot as needed and then reinstall Office. Further Office updates download and install no problem.

    I wanted to provide an update to those who still follow this thread. It appears that Microsoft has at least acknowledged this issue. It seems to be related to what we have been seeing. I'm wondering if anyone where can confirm that they run updates through WSUS or another 3rd party deployment strategy. I know for a fact I do.

    "System and user certificates might be lost when updating a device from Windows 10, version 1809 or later to a later version of Windows 10. Devices will only be impacted if they have already installed any Latest cumulative update (LCU) released September 16, 2020 or later and then proceed to update to a later version of Windows 10 from media or an installation source which does not have an LCU released October 13, 2020 or later integrated. This primarily happens when managed devices are updated using outdated bundles or media through an update management tool such as Windows Server Update Services (WSUS) or Microsoft Endpoint Configuration Manager. This might also happen when using outdated physical media or ISO images that do not have the latest updates integrated."

    Unfortunately this would involve re-imaging/re-installing Windows 10 on over 100 PCs which is not an option for us right now. 

    Where is Microsoft on this issue?  They need to help their customers out.  We pay them gobs of money for licensing, lets get some support on their broken software!!
