To make the patch work after downloading it from the Microsoft Catalog, I performed the following Windows PowerShell (Admin) commands:
- dism /online /cleanup-image /restorehealth
- Afterwords I also ran the sfc /scannow command to ensure the new image was errors free.
- Then I applied the patch from the Microsoft Catalog. Make sure that the patch reflect your Windows version i.e. 64 bits or 32 bits.
My Windows Update issue was resolved and everything has been working fine since then.

I feel your frustrations. I suggest you try to make a deal with Microsoft for a one year cost free support.
