Same here. It does the exact same thing whether I use the built in updater or a manual install from the catalog. The problem isn't with Windows Update, it's with the update itself!!!
KB4566782 Update Loop
My laptop is running Windows 10 2004 OS build 19041.388 and windows update decides to automatically install cumulative update KB4566782 (build 19041.450). The installation will fail (0x800f081f) during updating Windows and Windows update automatically retry to install it until my laptop's battery dies.
How get out of this update loop?
update: We need a true solution, and please do not mark reinstalling windows 10 as an answer, dear moderators.

This did not work for me. Install failed.
EDIT:
- Tried Windows Update fixer:

Install failed.
- Went to command prompt as admin:
"DISM.exe /Online /Cleanup-image /Restorehealth"
No errors to fix.
Install failed.
- Same
"sfc /scannow"
Install failed.

1. Try reset Windows update components:
2. Right click on the start button and select Powershell (admin) or Command Prompt (admin)
3. Write the next hit enter after each line.
net stop wuauserv
net stop cryptSvc
net stop bits
net stop msiserver
Ren C:\Windows\SoftwareDistribution SoftwareDistribution.old
Ren C:\Windows\System32\catroot2 Catroot2.old
net start wuauserv
net start cryptSvc
net start bits
net start msiserver
4. Restart and try again.

EDIT Nov 9, 2020:
I left it for some time, not caring. At some point the update from this thread successfully installed, but then the computer hung on KB4579311, and also the v20H2 update. They would download, install, get to 100% then "failed". So same issue as this thread, and same HEX code.
I walked through all the above fixed again. Did not work.
Tried the Windows Update Reset tool. Did not work.
What worked was downloading the Win10 v20H2 update ISO from here and installing:

Plus, Windows should be called Microsoft Doors with their logo stating, "Why crawl through Windows when you can gallop through doors"!!!
