To all the Microsoft Community Members still having problems with this particular Windows Up date issue, I would like to remind you, that I was the original reporter of the problem seeking the Community assistance. Consequently, I am not qualified to provide you with further troubleshooting information. My next step, in the event the problem was not repaired, I would have probably used the Windows10 MediaCreationTool to download the latest Windows 10 Version 2004 (one has the option of keeping all your files and Apps.

However, before doing the upgrade, I would have called Microsoft Support for assistance

i did the media creation tool thing and kept my files and apps and this worked. this should be marked as the solution. nothing else worked.
I disagree that re-installing Windows 10 is the solution to this problem. A full install is only justified in extremely problematic situations, not the failure of a simple routine update. The voice of Microsoft QA is completely absent in this issue ( any form of QA out there?).
How many fails before an update is pulled back for fixing?
How many affected users before we deserve an official communication from Microsoft on the way forward.
I am awaiting next patch Tuesday and will take it from there.
