I have no choice; I can't work with the patched version of Windows. It seems to me that MS shouldn't bundle so many security fixes in one release, because of precisely this issue. All I can hope is that they recognise the issue that is causing a number of us to have similar problems and fix it.

It is installed and as mentioned in my initial post uninstallation of update KB4574727 does not work with error: "An error has occurred, not all of the updates were successfully uninstalled.".

After update KB4574727 on Windows 10 Pro 64 bit, build 1909 my windows explorer is hanging, it takes 5 minutes after reboot to recover and I can click start button or anything else with my mouse. Uninstallation of update KB4574727 does not work with error: "An error has occurred, not all of the updates were successfully uninstalled." Event viewer throws an error: "MMC cannot open the file C:\Windows\system32\eventvwr.msc". Same for computer management. Any known workaround to get into correct state?
