(For reference: Microsoft is 'almost' done with its largest-ever layoff sweep ). Instead, Microsoft introduced the Windows Insider program that roughly turns the user into a tester. The system is: The user is given access to the latest build, then the user can provide input to Microsoft for improvements to the OS build. Of course these "freelancers" are not as matched as possible and lack the necessary skills as a professional beta tester. This is what makes Windows 10 build releases often have a lot of bugs.
