Alright, I appear to have finally figured out what was causing the downloads to keep looping to 0%. I came across this troubleshooting page:
The specific step that fixed the problem for me was "Disable Window Auto-Tuning"
A) Disable Window Auto-tuning
Apparently Window Auto-Tuning can have issues with old networking gear. I use my neighbor's internet, and it is an old and crappy Arris router which is likely the culprit. I've been downloading steadily with zero loops since I changed it. Hope this helps, for what it's worth.

Stop the press, after 8 months I am on the way to downloading this game. What did I do? EVERYTHING I found online did not work. Today I noticed after signing out of the xbox windows app, I could not sign back in. So I uninstalled it. Then decided to give FS2020 a whirl and guess what, it worked. Now downloading with no resets. Seriously what a POS installer.
Note I did not reinstall the xbox app. Was a new installer released over the last 5 days? No idea. But I tried it last week and same **** reset on download on the 3rd file.
That one I tried over and over.
Never did do it for me. The biggest problem was the X Box integration itself, that and the download cap I had put on it while it was in Beta, it maintains your settings in the CLOUD, how brilliant of game design is that?
