There is also mach2 that can help you remove it forcefully.
It can be downloaded here: https://github.com/riverar/mach2/releases
After downloading you should be able to extract it and navigate into the directory with an admin powershell.
Afterwards you should have the ability to disable the banner with .\mach2.exe disable 18299130
Reboot afterwards, and you're done!

Yeah please MS remove this banner, is the most horrid things I ever seen since Windows 10 has been released! Even worst than having still some system setting available in control panel only.

i did that update but it did not come back
Yeah, early days for the banner it could be back (or gone) after another update or two, there was an update (bug fixes) for both 2004 and 20H2 yesterday I've put a link to the YouTube video of a channel I follow
