Hi, I too faced the same problem and i tried with various command prompt codes and found that the error was occurred due to crash in Cortana. Just reset the Cortana the error will fix automatically.

    Wow, this worked, thanks.  My problem was exactly the same and had me doing all kinds of crazy stuff, you people rock.

    Reset  Cortana, that works until the next update that starts again trying to reinstall Microsoft apps.  Tried to get out of the insider program to reduce the work Indo,

    That was a completely useless "solution."  I too, just experienced the same issue.  It does not appear to affect anything regarding regular operation of my laptop so I will NOT be performing any recovery of any sort as I do not want to mess anything up because Microsoft is already awesome at that.  It would be nice if there were an actual explanation to this issue though.

    In Win10, I went into Apps & .. advanced options and turned OFF Cortana and no more dialog box and no more Cortana. I suppose you could do a refresh install of cortana via powershell to fix it. My problem was caused by globally setting security on C: which gave me more than one owner on some files. all better now.
