Hi, I too faced the same problem and i tried with various command prompt codes and found that the error was occurred due to crash in Cortana. Just reset the Cortana the error will fix automatically.

    I reset Cortana as described and my problem was fixed! Thank you!!

    My Restore to a recovery point fails and has failed for a very long time for a myriad of reasons. Restoring to a recovery point was not an option.

    I went ahead and reset Cortana and it fixed the problem.  Yay, that was really annoying!
