Missing download folder

I tried this and it didn’t work. Presently using the windows media installation tool which copied from my othe computer. Will let you know if this works.

One thing, Microsoft is already ditching Microsoft Edge Legacy (the one you're using) with its Chromium based Edge browser. 

If you're using Windows 10 version 1903, then try to go to Settings > Apps > Default App. On the right pane, head over to Web Browser section. Here select any other browser, lets say Internet Explorer

Could you please head over to (...) > Settings > Downloads.

I would like to check the screenshot of this area. Also, you can click on the change button and select different folder or location. For example desktop.

And then try to download something. If it works, try to select Downloads folder again.

Do you have access to a different PC? You can download the Media Creation Tool from there and copy it to your PC.

Also you can change the download location. Open Edge->Settings->Downloads->Change. Try changing it to a different folder other than downloads. Does that work?

I use Edge as my browser. I have tried to download a different one and can't. See attached screenshots.
