If the question is "When are they going to bring back an obsolete Operating System that was originally introduced 19 years ago?"
The answer is Never.
It was followed by Vista, Windows 7, Windows 7.1, Windows 8, Windows 8.1 and (in July of 2015) Windows 10.
During that same period of time Apple has featured MAC OS X 10.0 (Code Name "Cheetah"
MAC OS X 10.1 (Code Name "Puma")
and so on.
Last year they introduced MAC OS X 10.15 (Code Name "Catalina")
Every Operating System provider does regular updates, security patches, etc---even the free ones update their systems though not as often which means you end up paying through the nose for higher end antivirus and antimalware products on the order of the CUJO A1 Smart Internet Security Firewall---a dandy piece of hardware that plugs into your Wi-Fi Router which runs about $150.00 US)
or the RATtrap Smart Internet Security Firewall (also Hardware) which is $160.00 plus change.
You don't need this now because both Microsoft AND Apple provide your security needs with their OS and THAT is another reason they (and Windows Defender in addition to the OS and whatever you buy instead of Defender because you hate free stuff---or because you're using a MAC in which case you wouldn't be reading this) are well worth the cost.
So. Don't use XP unless you have a whole lot of extra Security otherwise you'll be as hackable as my State Senate just proved to be yesterday.
