    I have just installed Windows 10  (2004) on both of my Desktop PC's. No problems during the installs and it's working perfectly on Both PC's.

    Not if you're already on Windows 10.

    As long as you already have a version of  Windows 10 on your system there shouldn't be any charges. Unless you have a limited data plan on your ISP.
