Systemwide password amnesia (v2004 build 19041.173)

I have a Surface Pro 5 with a Windows Hello camera that wasn't working and I wasn't able to fix it. Looked like I'd need to do a reset to fix the drivers, so instead I decided to give 2004 a try, hoping the update would refresh the camera drives. Indeed this worked, but I've been having a lot of problems since the update:

Seems like all sorts of applications and OS features won't remember my username/passwords anymore.

• Every time I log in I have to sign into both one drive personal and one drive business.
• Outlook keeps asking me to log into my office365 every few hours.
• Acrobat keeps asking for my Adobe login every time a load a pdf if I haven't done so in a few hours.
• Settings periodically makes me fix my insider account configuration by re-authenticating with Hello
• Lastpass extention in Firefox keeps asking me to enter my password despite being configured to only require a fingeprint (it first asks me for my fingerprint, but then also asks for the password)
• probably some stuff I can't recall right now.

I wasn't having any of these issues before the update.

I tried following Lastpass's support advice to fix it by reinstalling the extension and resetting several settings but this didn't help.

It's possible these are all individual issues, but since it seems to be an issue with remembering credentials across a variety of applications, I'm suspecting it's a system wide issue and maybe not specific to these applications.

I checked that the credential manager service is running. It was set to manual. I changed it to automatic and rebooted but this didn't seem to help.

Anyone have an idea what could be going on here?

To summarise what worked for me with Outlook 2007:

2 x non UEFI machines - delete all accounts, all settings. Start from scratch, re-entering everything, passwords and all. Outlook worked without issue on 2004 (19041 - all sub builds).

UEFI machine - disabled Safe Boot. No issues after I did this.

No need to hunt for scheduled tasks using the powershell script for me. (I did this for interest after I'd sorted it and did find the HP thing. Will never know if it would have cured the problem. Disabling Safe Boot did.)

Maybe I was lucky. Please try these two solutions and feed back to the forum.

This issue has become way over complicated in my opinion.

Thank you. I did install the latest version of Powershell, and ran the command again. No error code, just a new prompt. I assume that this means that neither HP nor Carbonite nor something else was triggering a malfunction. The journey continues . . .

Just an FYI.  This still needs to be fixed.  After installing an update a few weeks back the amnesia issue was hitting almost every program I logged into.  I then backed off to the previous Windows update (1990?).  Based upon a number of responses in this blog I tried again to update Windows software.  I then followed the instructions provided relative to finding the appropriate scheduled task item and disabling it. Indications initially were that the problem was resolved.  After installing the "Feature update to Windows 10, version 2004" on Nov 11, the problem came back for a couple of areas/programs.  I power down my Windows machine every night.   In Outlook every morning I have to log into both of my Google accounts.  This is not required in my Comcast accounts.  Quicken also requires a new log in everyday.  Luckily this usually only happens once per day, not to frustrating.    I have run the process to verify the HP scheduled task is disabled and it is.
