I can confirm that this is the "FIX" for the issue reported. As usual, with Microsoft, there is denial of a problem, then reboot your system with nothing running (safe mode), then uninstall all third party software, etc., etc. I have been wrestling with
the problem of Windows 10 2004 forgetting all of my system-wide passwords since I upgraded. I have returned to the previous version twice. I have tried sfc /scannow and the DISM repair tool .... neither reported any errors. I have ripped out what little
hair I have left. Microsoft told me it wasn't an issue....just run while connected to my Microsoft account. I.DON'T.WANT.TO.RUN.MY.ENTIRE.PC.ACCOUNT/SOFTWARE.WHILE.CONNECTED.TO.MICROSOFT!!
I want to run with my LOCAL account.

The fix is as follows. I have confirmed that this works, I just have no idea why it fixes the problem. I am on my third day of running Windows 10 2004 with my LOCAL account and absolutely no issues. Quoting from her post:
"After the Windows 2004 update, I was logged out of my email, and apps, so I had to sign back in with usernames and passwords every time, but I found the fix!
Go to start...then settings...then accounts...then sign-in options...then require sign is checked NEVER...then at bottom of same page, restart app is ON...then both privacy questions are ON.
Bingo!! FINISHED!
Restart computer and your good to go.."
