Go to start...then settings...then accounts...then sign-in options...then require sign is checked NEVER...then at bottom of same page, restart app is ON...then both privacy questions are ON.
Bingo!! FINISHED!

The problem is that option isn't even available if you've set up Window Hello for bioauthentication. And if you do set up that option then, as I understand it, so long as your computer is turned on (or at least awake) you will never need to reauthenticate.
Depending on your use that might be okay (eg. a home desktop computer where no untrusted user would have physical access) but not for other use cases, where it that could be a security issue.
It also may suggest the issue occurs during locking or logging in somehow, so it's not clear that this would really work across reboots. But if it does, please let us know.
If anyone is currently experiencing this issue, I'd be very much interested if you would try setting up a new user account on your system and seeing if the issue occurs with the new user. While starting with a fresh user account or a clean Windows install
may be a pain, it may be worthwhile if it fixes the issue (and may clear out other cruft as well). If it works with a new user account, you can still keep your old one for a while letting you migrate slowly as needed.
I was getting this issue on my Surface Pro 5, but I was getting the update through Windows Insider. This computer still isn't getting offered the official update. I have another, custom built desktop machine that got the update about a week ago and it didn't
have any problems at all.
