sfc /scannow WILL NOT function

Cmd Prompt > sfc /scannow says Windows Resource Protection could not start the repair service every time I try to use it. What I have tried to do to fix this through reading this site and many others but no luck. This is what I remember trying:

safe mode start

Windows Modules Installer is at manual

DISM /Online /Cleanup-Image /RestoreHealth > operation successfully completed

net start trustedinstaller>successful

chkdsk /r > typed y but it didn't work either

ICACLS C:\Windows\winsxs and restart

all have failed

administrator cmd prompt says C:\WINDOWS\system32 (I have  a 64 though some programs run on 32)

I tried reinstalling 10 with keeping my programs, but the internet is too slow to get it to work even after several days of trying. I can't fresh install even if I had my disk with me. Many of my programs can't be replaced well not by me.

Have  windows 10 but updates always fail many, many, many times if they going through at all. 

I need my pc working properly and something is definitely wrong with it. I need the scan and repair to work.

If someone can help me I would really appreciate the kindness.

(1) You don't seem to use the Downloads folder. I guess your way is OK.

(2) I don't like that bugcheck. Do you get a lot of them? Those are blue screen errors. There are many threads on bugchecks that are really sad to look at. They end up checking various hardware components one after the other, swapping RAM chips, installing fans & blowing out dust bunnies. But it could just be software as well.

(3) OS Build 17763.557 was 25 quality updates ago. That's pretty far back...!...

Affinity Designer & Affinity Photo have the same hardware specs...

  • Windows-based PC (64 bit) with mouse or equivalent input device
  • DirectX 10-compatible Graphics Cards and above
  • 2GB RAM minimum (4GB RAM recommended)
  • 670MB of available space; more during installation
  • 1280x768 display size or better

And your HP Pavilion 21-h013w can handle that. And you said one of them did work fine a while. (You got the other only after problems surfaced). I think specs isn't the problem.

(1) It could be worth a shot to deal with KB4023057 as in that article I posted earlier. It could be the real troublemaker with the services it has given you. Either uninstall or fully disable it. However, other threads indicate it's a monster to deal with. It will come back & never quit trying to upgrade your computer. And it can thwart WUShowHide.

(2) Or do the dual-install I also mentioned earlier & see what happens in that. You'll have a clean 1909 (as well as that buggy 1809). Want fuller instructions?

    (1) You should first make a Windows system image backup of what you've got, as I wrote here (the top answer). It can undo anything but BIOS & other firmware updates...

    (2) A less drastic way to undo driver changes is to use a restore point. Type "restore" into Search to make one. It also undoes settings & Windows quality updates (but not feature updates). But most drivers are easily uninstalled individually w/o having to do even that.

    Most stuff there is old. Still, you should compare driver versions there against what is in "right-click START, Device Manager". If greater at the site, first try to update it using Device Manager (search automatically). If that fails to get it, take the one from the site. But take nothing that doesn't already exist in Device Manager, because not all same computer models are equipped the same.

    Oddly, your site lists no BIOS update. The BIOS you've got now is old (2014-6-16). This article seems to say how to update it...

    (4) If "The whole thing doesn't load!" refers to SetupDiagResults.log, open it in Notepad. Then use Ctrl-A & Ctrl-C to copy it. Paste it here. The picture you pasted seems to be of the final attempt to update which quickly aborted on you w/o an error message. But, if there is nothing more in SetupDiagResults.log, maybe try the feature update once more to see whether you'll get a better one.

    (5) It does look like you've got a UEFI install. In that case, Windows doesn't like to see more than one EFI system partition anywhere during an upgrade. Let us see all disks & the partitions. Right-click START, & select Disk Management. Use the divider lines in the header & between the panes to pretty it up...

    I made a restore point, I've used them before when there was a problem but they seem to disappear when I really need them. Do I need to make a new one after using it? Maybe it was a cleanup glitch I didn't catch.

    I've  tried to update again since last night but it will take a long time. I did try the diag again and got the same information that finally posted yesterday.

    This pc had Windows 8.1 when I bought it, though the restore is for windows 7? I was told it was okay to installed 10 when it first came out though that's when I started having little issues but figured it was because 10 was new and the bugs would get worked out in time.  So the restore will be for 7 not 10 or even 8.1 as it should be, won't it will mean that I'll be further behind than I was when I bought it?  If I'm having this much trouble with downloads to add to 10 how much worse will it be to start from 7? Is this just a precaution so I have some sort of  os if all this just crashes? I have a recovery that was put in /:D back in 2014. I'll put the restore on an external drive.

    I just started getting this message window after trying to run a troubleshooter then again when I tried to make a backup and restore (Windows 7). Been making zip folders and moving them to make room for backup.

    I wasn't sure if it would erase everything like the ios said it would, it's been awhile since I made one.
