sfc /scannow WILL NOT function

Cmd Prompt > sfc /scannow says Windows Resource Protection could not start the repair service every time I try to use it. What I have tried to do to fix this through reading this site and many others but no luck. This is what I remember trying:

safe mode start

Windows Modules Installer is at manual

DISM /Online /Cleanup-Image /RestoreHealth > operation successfully completed

net start trustedinstaller>successful

chkdsk /r > typed y but it didn't work either

ICACLS C:\Windows\winsxs and restart

all have failed

administrator cmd prompt says C:\WINDOWS\system32 (I have a 64 though some programs run on 32)

I tried reinstalling 10 with keeping my programs, but the internet is too slow to get it to work even after several days of trying. I can't fresh install even if I had my disk with me. Many of my programs can't be replaced well not by me.

Have windows 10 but updates always fail many, many, many times if they going through at all.

I need my pc working properly and something is definitely wrong with it. I need the scan and repair to work.

If someone can help me I would really appreciate the kindness.

(1) You don't seem to use the Downloads folder. I guess your way is OK.

(2) I don't like that bugcheck. Do you get a lot of them? Those are blue screen errors. There are many threads on bugchecks that are really sad to look at. They end up checking various hardware components one after the other, swapping RAM chips, installing fans & blowing out dust bunnies. But it could just be software as well.

(3) OS Build 17763.557 was 25 quality updates ago. That's pretty far back...!...

Affinity Designer & Affinity Photo have the same hardware specs...

Windows-based PC (64 bit) with mouse or equivalent input device
DirectX 10-compatible Graphics Cards and above
2GB RAM minimum (4GB RAM recommended)
670MB of available space; more during installation
1280x768 display size or better

And your HP Pavilion 21-h013w can handle that. And you said one of them did work fine a while. (You got the other only after problems surfaced). I think specs isn't the problem.

(1) It could be worth a shot to deal with KB4023057 as in that article I posted earlier. It could be the real troublemaker with the services it has given you. Either uninstall or fully disable it. However, other threads indicate it's a monster to deal with. It will come back & never quit trying to upgrade your computer. And it can thwart WUShowHide.

(2) Or do the dual-install I also mentioned earlier & see what happens in that. You'll have a clean 1909 (as well as that buggy 1809). Want fuller instructions?

That's still sounding great.

(1) You can get the Command Prompt back at "right-click Taskbar, Taskbar settings". Switch your "Replace Command Prompt..." to OFF...

(2) Fingers crossed on the image backup. That's important to freeze the goodness in place once you've got everything installed & working well. In a big catastrophe, you'd be able to get your installation back without having to start fresh with a clean install. It pre-selects EFI, C:, & Recovery. Did it offer D: to you, & did you select it?

(3) Feel free to uninstall the Store apps you don't want, if they will go.

(4) I don't know about iTunes. I expect it should work.

(5) What makes you think anything on D: is being used? Certainly, 1909 is not using it. Even in 1809, I think it just sits there for the day you want to revert to factory condition which I'm sure reverts the computer to Win 8.1. Once we know 1909 is good & you've got an image of it -- D: must go.

(6) Colem is fine. As you install into 1909 & adjust its settings, Colem gets filled now. Also, you may copy documents, downloads, etc. from C into Colem. But careful you don't accidentally redirect 1909's folders to point to 1809's locations or vice versa. Just copy files & folders that you created within 1809's Documents ,for instance, to the new 1909 Documents folder -- instead of telling 1909 that its Documents folder is located on the 1809 partition.

Is Windows powershell the new name for command prompt? Can't find a yes or no on line. I just typed cmd in search but I don't want to play with something that can potentially mess stuff up after all your work.

Windows system image backup is running, taking a bit of time but it looks to be working. Also am doing the store updates again somewhat slow and not sure if I'll use most of them, I hid a bunch I'll never use like Xbox stuff.

Have loaded some of my newer programs and they work. I haven't loaded things like iTunes I would assume maybe wrongly so that that those types would function.

I was wondering if it was okay to copy and paste Windows(D:) contents into Local Disk (C:) to keep the installed brushes, fonts, profiles, etc of programs. I noticed that Local Disk (C:) has put my user folder as colem, I'm only C in the 1809. If it doesn't matter, ok, but I didn't want files to hiding since I'll suck at finding them.

That's phenomenal. Sounds great so far as the install. Looks like Windows Update did its job too. Amazing!

(1) Do the Store update: Open the Store (type into Search or ask Cortana), Click its More icon (3 dots at top, right), select "Downloads & Updates", then click the Get Updates button that appears.

(2) Try a DISM & SFC.

(3) Try a Windows system image backup.

(4) Install your favorite programs to see whether they will work.

(5) Are things running well in general?

But -- soon as you are sure things will be fine with 1909 -- we should make a final system image of it, then redo the clean install, this time wiping all the partitions.
