sfc /scannow WILL NOT function

Cmd Prompt > sfc /scannow says Windows Resource Protection could not start the repair service every time I try to use it. What I have tried to do to fix this through reading this site and many others but no luck. This is what I remember trying:

safe mode start

Windows Modules Installer is at manual

DISM /Online /Cleanup-Image /RestoreHealth > operation successfully completed

net start trustedinstaller>successful

chkdsk /r > typed y but it didn't work either

ICACLS C:\Windows\winsxs and restart

all have failed

administrator cmd prompt says C:\WINDOWS\system32 (I have a 64 though some programs run on 32)

I tried reinstalling 10 with keeping my programs, but the internet is too slow to get it to work even after several days of trying. I can't fresh install even if I had my disk with me. Many of my programs can't be replaced well not by me.

Have windows 10 but updates always fail many, many, many times if they going through at all.

I need my pc working properly and something is definitely wrong with it. I need the scan and repair to work.

If someone can help me I would really appreciate the kindness.

(1) You don't seem to use the Downloads folder. I guess your way is OK.

(2) I don't like that bugcheck. Do you get a lot of them? Those are blue screen errors. There are many threads on bugchecks that are really sad to look at. They end up checking various hardware components one after the other, swapping RAM chips, installing fans & blowing out dust bunnies. But it could just be software as well.

(3) OS Build 17763.557 was 25 quality updates ago. That's pretty far back...!...

Affinity Designer & Affinity Photo have the same hardware specs...

Windows-based PC (64 bit) with mouse or equivalent input device
DirectX 10-compatible Graphics Cards and above
2GB RAM minimum (4GB RAM recommended)
670MB of available space; more during installation
1280x768 display size or better

And your HP Pavilion 21-h013w can handle that. And you said one of them did work fine a while. (You got the other only after problems surfaced). I think specs isn't the problem.

(1) It could be worth a shot to deal with KB4023057 as in that article I posted earlier. It could be the real troublemaker with the services it has given you. Either uninstall or fully disable it. However, other threads indicate it's a monster to deal with. It will come back & never quit trying to upgrade your computer. And it can thwart WUShowHide.

(2) Or do the dual-install I also mentioned earlier & see what happens in that. You'll have a clean 1909 (as well as that buggy 1809). Want fuller instructions?

1. Yes I've read enough about blue screen of death to not want to play with the fixes.
2. I ran the autorun and it popped open in cmd pr, ran for a second or two and puff it was gone. I didn't find a report or list or anything. I have in the past gone into
3. I think PowerDVD14 came with the HP package, there is/was intel player too, which i uninstalled. Cyberlink seems to have a lot of programs installed but other than watching the occassion DVD or burning back ups of my old CDs and files I don't really use the ROM much. I have download the free VLC after reading reviews that it's good for a free program - I haven't installed it yet.
i went into task manger and disabled cyberlink at start up. I could have sworn I did that long ago. I prefer programs to be dormant until I need them.
1. Yes mine is 64-bit.
I did find out that my processor supports 64 but not 32 yet though I have issues with older programs most of them run, well some of the time in compatible mode. Maybe updates just don't like my old out of date processor.

I'll look into getting a UPS. I get several power outages a year and though they don't last long, it long enough to snap most things off. I have everything important on good surge protectors at least.

(1) Good news you don't get blue screens often & can plausibly explain the few you've had. Otherwise, the gurus quickly would descend from circling above to put you knee deep in core dumps & at risk of puncturing a toe on a Phillips screwdriver or screw.

(2) Many apps, including Windows apps, will secretly start a service/whatever at boot. The best way to see all of that is to take...

Autoruns for Windows v13.96

It will show everything that starts up from every possible startup location, & it can disable/reenable or even remove them. Also, it can submit them to VirusTotal for a multi-antivirus scan.

(3) PowerDVD14 appears to be a 3rd-party Windows Media Player (WMP). Did you install it yourself, or did it sneak in? Do you use it a lot? WMP is still there (type Media into Search), & there also is Grove Music (type Grove). I don't use them much. If the other two will do as well, uninstall PowerDVD14 at "START, Settings, Apps". Otherwise, un/re-install it &/or upgrade it to PowerDVD20.

That is excellent that you are investigating those red X's.

AT "START, Settings, System, About", I expect your System Type looks just like mine...

We have an x64-based processor, & a 64-bit version of Windows was installed on it. Therefore, we may install & run both 64- & 32-bit apps. Most 32-bit apps will be installed into the C:\ Program Files (x86) folder.

Autoruns, above, doesn't require a formal installation. But it has a 32- & a 64-bit version. Either will run for us. It downloads as "Autoruns.zip". Extract it to a folder of your choice...

Both versions are inside. Put a shortcut to Autoruns64.exe onto the Desktop to run the 64-bit version. Then you may then set the shortcut to automatically run as an Administrator to avoid its pesky question each time you run it.

(4) "we lost power several times"

That can't be any good. Better get a UPS (Uninterrupted Power Supply)…

No I don't get blue screens very often haven't had one for 6 months or so and that was when I was trying to install and update. I may have happened when I tried to return to windows when I was in1909 It just kept bringing me back to the options and I chose powered off after several tries. It might also have been because we lost power several times in a week when I was using the PC - wind storms.

I have noticed something in reliability history that doesn't make much since at least to me. PowerDVD14Agent.exe seems to be in the critical events several time. But why is it running when I'm not using a CD or DVD. Just tried to open it and a message says it's running and I'm not seeing it in task manager, it's not one of my startup programs. it's in my C:\ Program Files (x86) but not not in my C:\Program Files. Could this be some glitch that's messing me up?

Is it possible that all this is because I have 64-bit and 32-bit on my pc and the updates/sevice packs aren't for both? sorry if I've asked this before.
