sfc /scannow WILL NOT function

Cmd Prompt > sfc /scannow says Windows Resource Protection could not start the repair service every time I try to use it. What I have tried to do to fix this through reading this site and many others but no luck. This is what I remember trying:

safe mode start

Windows Modules Installer is at manual

DISM /Online /Cleanup-Image /RestoreHealth > operation successfully completed

net start trustedinstaller>successful

chkdsk /r > typed y but it didn't work either

ICACLS C:\Windows\winsxs and restart

all have failed

administrator cmd prompt says C:\WINDOWS\system32 (I have a 64 though some programs run on 32)

I tried reinstalling 10 with keeping my programs, but the internet is too slow to get it to work even after several days of trying. I can't fresh install even if I had my disk with me. Many of my programs can't be replaced well not by me.

Have windows 10 but updates always fail many, many, many times if they going through at all.

I need my pc working properly and something is definitely wrong with it. I need the scan and repair to work.

If someone can help me I would really appreciate the kindness.

(1) You don't seem to use the Downloads folder. I guess your way is OK.

(2) I don't like that bugcheck. Do you get a lot of them? Those are blue screen errors. There are many threads on bugchecks that are really sad to look at. They end up checking various hardware components one after the other, swapping RAM chips, installing fans & blowing out dust bunnies. But it could just be software as well.

(3) OS Build 17763.557 was 25 quality updates ago. That's pretty far back...!...

Affinity Designer & Affinity Photo have the same hardware specs...

Windows-based PC (64 bit) with mouse or equivalent input device
DirectX 10-compatible Graphics Cards and above
2GB RAM minimum (4GB RAM recommended)
670MB of available space; more during installation
1280x768 display size or better

And your HP Pavilion 21-h013w can handle that. And you said one of them did work fine a while. (You got the other only after problems surfaced). I think specs isn't the problem.

(1) It could be worth a shot to deal with KB4023057 as in that article I posted earlier. It could be the real troublemaker with the services it has given you. Either uninstall or fully disable it. However, other threads indicate it's a monster to deal with. It will come back & never quit trying to upgrade your computer. And it can thwart WUShowHide.

(2) Or do the dual-install I also mentioned earlier & see what happens in that. You'll have a clean 1909 (as well as that buggy 1809). Want fuller instructions?

1. I download to my desktop instead of download folder and then move them where I can find them - music to music backup, jpg to graphics, computer to pc downloads. then I don't misplace or delete them.

Here are the technical details of the critical events.
1. (a) 1909 is blocked in WU
4 (b) Just tried and failed installing Microsoft .NET Framework 4.8 for Windows 10 Version 1809 for x64 (KB4486153) again Message -Some update files are missing or have problems. We'll try to download the update again later. Error code: (0x80073712)

(a) "didn't see just Temporary Files category"

Oops, that's right, in 1809, at "START, Settings, System, Storage", you have to click the (C:) drive to open the categories list. Then click Temporary Files to see the various items. In 1909, the categories are on the same page...

In the items list, careful you don't delete your Downloads. Those are better examined individually at "right-click File Explorer, Downloads" (good that you make backups). I just took in a new quality update (OS Build) & got a big Windows Update Cleanup to do. I usually like to delete it just before making Windows system image backup...

In 1909, you get "Configure Storage Sense or run it now". I have it set to never delete my Downloads...

(2) OK. You sound good with AVG & MalwareBytes. I forgot to mention the AVG remover app. It's possible that $AV_AVGfolder will exist even when AVG is used just On-Demand. I guess it would be OK then.

I meant the 3 showing under "critical events" in the bottom pane of your picture of 5/11/2020.

(4) I think the main thing is to get 1809 fully updated before trying 1909 again. We have to solve the problem of those NET framework failures.

(a) See whether the 1909 feature update shows up in WUShowHide now -- & block it.

(b) Then, I'd want these one at a time...

I hope we won't have to resort to the Microsoft Update Catalog.

(c) What is the OS Build that shows at "START, Settings, System, About"...?...

The latest one for 1809 is 17763.1217 -- but it just came out today. Before that, it was ...1192.

(2a) I went to Storage and then into Free up space now - didn't see just Temporary Files category. After using it on Windows upgrade log files, it lightened the file icons though it didn't trash them. I found the delete previous versions of windows in Change how we free up space automatically>Free up space now. After they're opened I move wanted downloads to an external just in case of a crash. Do you want before and after images?

(2b)I've had to download the AVG remover since just uninstall isn't getting rid of all of it. I have to run it again but I've had AVG turned off during all of this troubleshooting and when every I try to install anything, same with Malwarebytes.

(3) Which 3 red X's? I see only two in any column. Do you mean the ones in the blue column at the end?

(4)Downloaded wu and click to hide but it says it fixed the problems and didn't hide them in the windows update. I hid everything let it "fix" them and then turned 1809 only back on. Settings update still shows1909 and 2019-10 update and the 1809 which I left unhidden. This is what it said when I clicked retry for 1809 (the 2019-10 is grouped with it apparently) not 1909
