Hello!
Not me, but a friend I’ve been trying to get into horizon
So, basically he purchased Horizon 4 Ultimate Edition via Microsoft Store, downloaded and couldn’t even start the game - crashed after the launch screen. And every time it’s the same error in Even Log - HANG TYPE : Activation
So, we did a clean W10 1909 install and IT LAUNCHED. For two evenings. In the morning of 3rd day he tried to launch it - and the same crash with the same error. NOTHING was changed, the pc was left on overnight with nothing running.
Checking the events through the night - some apps were reconfigured, mainly Cisco and chrome, and MS Get Help (store app) was installed. Rolling those back changed nothing.
Also, while checking outgoing network traffic, it is the same as mine. (I also Have Horizon 4 Ultimate, Win 10 PC )
Also, I checked Event Logs concerning to Microsoft Store Operations, where it can be seen that winstoreauth.cpp asks for a license check, and it goes through. Only errors are for car pass cars, which say that licenses do not match. The same entries are present on my system, but again - everything works.
Every fix on the web has been tried (wsreset, registering forza again, redownloading all MS Store default apps and xbox services, changing Ownership - the works), but nothing has even changed the error code.
Reinstalling Windows again, sadly, is not an option.

Unfortunately its just a case of waiting for the Devs however I don't actually think they will fix it.
If you can get your money back I would - Just remember this when Forza Horizon 5 comes out or playground games make another game.
Its been an issue for Forza horizon 3, 4 and motorsport 7.
Well, if it's been 9 months like some people are saying then I don't have much faith that they'll fix it, either. I guess I can be patient for a couple more weeks and hope for a miracle, but there are definitely other games I could put my money towards if it's going to remain as is. I have to say I'm very displeased with the turnaround time already compared to other technical issues I've experienced from other software developers.

Adding and bumping this post because this is just getting ridiculous, I bought the base game and the ultimate addons, have over 1000 hours in this game and its always been inconsistent, last week it literally became unplayable, I lost the Camaro PO from the forzathon shop, contacted Forza support via ticket, was dismissed completely with some paraphrased response and the community is pretty tired of dealing with this problem.
Not only that, Microsoft are refusing to refund people that bought the game recently because "its a digital game and you tried to open it already" even though it literally does not work.
I'm really sick and tired of being treated this way as a customer and there is just no way to be professional about a problem that has been happening for months to the year anymore, and hasn't been fixed.
I appreciate the effort of expanding Forza to PC as another platform where other people can enjoy this game, but to have it abandoned like this with problems that literally do NOT allow for the game to launch at all, after months and months of complaints rolling in, I think you might as well drop the platform as a whole, or tidy up the loose ends.
Hard not to be upset about this when I've spent the last 16 hours I put aside to play this game, trying to launch it, disabling multiple start up items, forcing my windows to update and all sorts of other teredo settings and things I shouldn't have to deal with after dropping 60 dollars on a video game, that was supposed to be an enjoyable experience.

Fix it.
I don't see how a game developer is allowed to sell a product that has a flaw as big as this activation issue - they should be stripped from the store like Cyberpunk was from Playstation.
Issue first occured to me when I upgraded the Xbox game pass version to the ultimate edition (spent £50 on an upgrade and got rewarded with activation issues).
The only way is to refund the game via Microsoft/Xbox support or boycot any games the devlopers make, I definitely won't be purchasing another game from this Dev and will advise anyone else against it. Such a shame as its a good game when it worked.
