Its good to see someone tried Linux for hardware comparison :)
But, BT works great on my Windows 10. I did notice on this other computer that it was having an issue (though too this is on Windows 8.1 right now). Installing the manufacturer driver seems to have improved it though more testing is needed. Its possible you simply have two with poor Windows drivers or even didn't disable one and they were conflicting or other.
Really, its only as good as the driver and BT hardware are. Windows cannot do that for the manufacturer and Linux has a different driver. So that comparison is also for the driver, not just for the OS.
Also, Linux will run into its own issues in time. So you will inevitably run into BT issues there. You are not 100% safe from BT issues lol. However, Linux at least has great BT debugging stuff which Windows doesn't have anything for it.
