Changelog for Cumulative updates released on March 10th, 2020 are as under:

  1. Windows 10 1903 and 1909~~: KB4540673~~ (OS Builds 18362.719)
  2. Windows 10 version 1809: KB4538461(OS Build 17763.1098)*

For Windows 10 1903/1909, It is recommended to install servicing stack update KB4541338 before installing the cumulative updates.

    I just updated with this update 1909 today and found that it fixed my issue with touchscreen no working. I noticed yesterday that my touchscreen wasn't working, so i was searching around for topics to resolve my issue. I reset computer and this did not work. I found that under the device manager Human Interface Devices, search and help topics said to look for HID-compliance touch screen. It was not showing in the device manager Human Interface Devices. So I looked like it mentions for updates and found there was an update there 1909, however I missed seeing it in my updates or I must of choose to pause the update for whatever reason. Now to the point. 

    After I did allow this update to run, my touchscreen works finally again. So if you find your laptop, desktop or other touchscreens to not be working, make sure you allow this update as it is the fix to your problem. Do not go to extremes and search your brain off like I did and nothing worked. Before running extreme measures run updates and keep checking often.

    THIS UPDATE WILL SOLVE YOUR PROBLEM WITH TOUCHSCREEN NOT WORKING, 1909 UPDATE. IT SURELY FIXED MY ISSUE.

    I have a Surface Pro 3 and KB4551762 worked great for a week. I installed it on 3/13, I believe, and had no issues until today 3/22 when my computer woke from sleep it could not find the network adapter. I tried the troubleshooter and I even tried navigating to the folder where the adapter should show up and it was completely gone. I restarted a few times to see if that would help (sometimes it does this randomly and restarting fixes it), but nope. 

    I finally just uninstalled the KB4551762 update and when my Surface Pro restarted, everything was working again.
