For Windows 10 1903/1909, It is recommended to install servicing stack update KB4541338 before installing the cumulative updates.

Those instructions are exactly why I will not even attempt to download and Install the Feature 1909 Update. Those instructions are for someone who works in the field of Computer Literacy, in which if this was not such a mess, even those who are Computer Literate would not be having this much trouble with that Feature Update. Me I am about 80. I know how to turn on, Navigate around simple stuff like Email, my games, Restart. Oh I can click Download & Install, but from there on I am lost, so if that Feature Update gave me an Error, that's it, I am totally lost, and believe you me, on my income, I am not paying someone to fix Microsoft's problem, so no way am I touching that Feature Update. It can sit there until doomsday or until Microsoft themselves installs it.
That is my suggestion to all out there who are not Literate when it comes to Computers. Myself I just get by so I am Illiterate when it comes to Computers.
So I can actually mark the Question, "Did this solve your problem?" with a YES
