Changelog for Cumulative updates released on March 10th, 2020 are as under:

  1. Windows 10 1903 and 1909~~: KB4540673~~ (OS Builds 18362.719)
  2. Windows 10 version 1809: KB4538461(OS Build 17763.1098)*

For Windows 10 1903/1909, It is recommended to install servicing stack update KB4541338 before installing the cumulative updates.

KB4551762 is now available for Windows 10 version 1903 and version 1909 that jumps the build number to 18362.720 and 18363.720. See this for more information.

    Spyware? Oh yes, they do.

    Their own. They track their users just like all the others. Out of the best of intentions, of course.

    And they have tons of other problems related to browsers and updates and all of that. Just like Microsoft does.

    My PC will not update from Windows version 1809 to version 1903.  I ran troubleshooter, deleted cache an tried to install the servicing pack  for 64 bit,

    • Use this link for 32-bit and this link for 64-bit download.  It said standaone installer would not work.  What can I do now?

    Odd. I looked everywhere for Bing and found nothing active. I did not install C Cleaner because why the heck would I? It's both unnecessary and potentially destructive. Always has been. Maybe not the hideous hard drive destroying machine System Mechanic has always been but pretty bad.

    Anyway I have found that these settings take care of any cookie problems.

     and I don't use Bing or MSN for my homepage so cookies don't get passed to me from there anyway.

    But it is best to clean your cache manually and here is a good video on how to do it:
